The answer is: no, as long as LoRa and Sigfox will not support the IP protocol.
However, some activities are underway at the IETF to allow that support: https://datatracker.ietf.org/wg/lpwan/documents/
So when this will be available, then yes, oneM2M will be compatible with LoRa and Sigfox links.
