Well strictly speaking the standard does not specify this, but an implementation can build an IPE to collect the data from "Sigfox server" or "LoRA network server" and store it under containers.

The answer is: no, as long as LoRa and Sigfox will not support the IP protocol.
However, some activities are underway at the IETF to allow that support: https://datatracker.ietf.org/wg/lpwan/documents/
So when this will be available, then yes, oneM2M will be compatible with LoRa and Sigfox links.
