If you check TS-0001 for 'polllingChannel', you may find the answer. <pollingChannel> resource is used for sending messages to a "request-unreachable entity", in your case the GSM device.

Here are the clauses you may want to look at:

I have a requirement to send a Request message(get ADN Status MESSAGE) from IN-CSE to ADN-AE Here IN-CSE is in secured premises(public IP or DNS assigned) and ADN-AE is a GSM based device whose IP keep on changing. 

Is there is method to send message from public IP to private IP in oneM2M
