Hi George,



The use case is related to the CMDH processing. The annexe H.2.3 of the TS118104 gives the following description for the step 2.3.2:



"If present, select the [cmdhLimits] resource(s) containing the App-ID in the list defined by the 'requestOrigin' attribute which matches with the 'fr' parameter in case of a request message or with the 'to' parameter in case of a response message."



So I understand that the TS118104 assumes that the 'To' and 'Fr' may sometime only contain the App-ID. If not then this may be an error in TS118104
